A new feature of Dark Avatar. You can choose to give a 10% boost of research or economic production to one other empire. You don't lose any of your own production, but their bonus is based on your spending.
If you have Dark Avatar, they are in the diplomacy screen with the other treaty options.
I gotta get DA. Sounds awsome. I think I can get my mom to give it to me as a birthday present!
