Prison UP Addendum

This addendum seems positive to me by reading the description (50% production bonus to the housing planet). However, I noticed all races vote for others. Surely, there must be something bad about this that I'm missing. What am I missing?

Prison breakouts.

Any ships in orbit will become pirate ships.

I see. So how often breakouts happen? Do you usually want this addendum for yourself or not?

I HATE how you don't chose wich planet houses the prison, almost always it's a stupid little world with 4-5 tiles so the bonus is no good at all to that world.

I got the prison world once and some prisoners broke out and destroyed a few economy stations before I could dispose of them. I don't think it was really worth it for me to have that 50% bonus for the trouble it cost me.

Main problem with this one is I never know what planet is hosting it in my empire until the prison break happens. Wish there was a way to make sure that ANY UP vote that has something get stuck on a world is that you can choose where to put it.

I also want to have more control on UP addendums as well. Being able to set certain things (like the planet in this case) is nice. One thing that also annoys me is when you get the addendum you don't know what it's gonna be ahead of time so you're voting it blind since the screen is frozen until you vote. It would be nice if you could go back to the game screen and weigh your status and options before you vote.

It's in the UP tab on your Foreign Relations window.

I always vote it on someone else, but it's not that bad when it happens to me. I just put a couple ships one square away from the planet and frag the prisoners when they escape.
