Mining Starbase

I had a morale resource near my starting worlds, and when I built a mining starbase on it, it had an area of affect, like a standard starbase.
My secondary world was within this area, and seemed to be reaping its benifits, whereas my capital was not, and had a much lower aproval rating (95-100% for mars, 60-65 for Earth). Earth had an entertainment complex, mars did not.

Resource bonuses are global.

I'm aware. Which is why I'm confused that Mars, being in the range of a starbase that isn't supposed to have a range, was getting the morale bonus but Earth isn't.

this may be caused by the fact that earth got much more population. the foodproduction of earth is 10mt/w and of mars 5mt/w. (without any additional farms) which means there can be alot of more people on earth. and more population causes less morale.

It's a possibility, but the discrepancy was incredibly high, and Earth did not appear to be getting any morale boost from the starbase.

And looking at my savegame, Earth has a 30% morale boost from a building, and no other listed bonus.

My civilisation planner has a 24% morale boost listed, from starbase, but it doesn't appear to be listed anywhere else.

What is your population on Earth, what is your tax rate and how many modules have installed on this morale base?
