Building on new planets

I'm new to this game, and have just set up on a new planet, which has a rating of 15! However at the moment I can't build anything. I bought a factory because I thought that would be the solution, but it's not. Is it because my population is still very low? Any help would be gratefully received!!

Sometimes the build time doesn't update immediately after you set a project, so it may take leaving and returning to the planet or moving to the next turn first. If it consistently says 'Never', check that you have some Social spending set on your economy screen. If the slider is at 0 or low enough that no money gets to that planet, it cannot build anything.

You can also have issues if you have a negative bank balance. If you are too far in the hole, I think the games forces your next turns to be spent in producing cash, rather than new production.
