'Most Powerful Civs' report - what criteria?

I was playing my first 1.2 game last night and owned about 45% of the galaxy. Early in the game the 'Most Powerful Civs' report came out and I was number 1.

Then after awhile I was number 5? I had the most planets, most population, most research, etc.

How does the game decide what is 'powerful'?

Not a big deal, but I'm curious - since that report comes out every now and then it would be useful to know what it's based on.

I think that poll is strictly based on military power.

Yea, just military power. Doesn't mean a whole lot.

which poses the question whets it based on early in the game when no one has a military? As I have seen it before most of the civs have the techs to build any sort of warship

probably based on pop and economy when military is 0 or negligible when compared to the two. i remember early game on a huge map i came up the most powerful and when i checked i had the strongest economy and the most planets

i thought it counted research, economy and military, what would be ideal though, would be for it to consider military production too,

I think it considers all attributes; research, population, economy, but military is by far the largest factor.

You can do nothing but churn out ships and watch your standing increase massively.

Hmm... I always use it to tell who to invade next... After awhile I either win the game or run out of civilizations willing to get between me and first place.
