The AI should fortify more starbases

I readed 3 things on the forum that are considered AI flaws:

- The AI have piles of money and not using them
- The AI build lots of Freighters and Constructors needlessly
- The AI doesn't his starbases ennough

1 + 1 + 1 = 4. We got a simple equation that (I think) could easily be included in the AI. (from a pure amateur eye, I must confess)

Trade should be improved, that would help with all the freighters. (or some of them at least...) You do need a good number of constructors, so i don't see that as a problem. However i agree it doesn't defend starbases well. This is mostly rooted in it's belief in starbase defenses...which are not worth the effort since by mid-game they are easilly over-whelmed by nearly any player fleet. Occasionally i've seen the AI plant fleets on starbases, and it was fairly effective. (especially when on a military starbase.) It needs to do this a lot more. Starbase defenses should also get strengthened, and perhaps more powerfull. Something like giving the base 2 or 3 attacks would be a good start. The worst is when it builds military starbases, wastes 5-6 constructors giving it defenses, but doesn't give the starbase any assist modules. What was the point of the base ?

ciko, as far as i've seen, the AI uses it's money when on more difficult settings. I occasionnaly see the stray freighter, but most constructers are usually doing somethin with resources. As for money, when i play on challenging, they are usually in debt even more than i am. (yes, i suxorz). But on more difficult settings where the AI actually gets to run without unfair restrictions they use their money, when they need it, and they do ignore their starbases, but, by that point either ships are too powerful or fleets are too large.
