Custom Scenario?

Is there a way to make a custom scenario? I like the gods of war option because of the researched tech. however, I'd like to be able to pick my race and number of opponents still... which you can't do for some reason.

I'm not positive, but there is something called GalCiv2 Builder, which allows you to make custom maps, and I assume custom scenarios too. Go to http://www.gc2builder.com/.

If you locate the scenario file, in GalCiv2/Data/English/Scenarios and open it up in notepad, you should be able to change it.
