that's pretty much what Moo3 did.

in moo3, they went one better than a loop. all the aliens have their own sound files, split up into friendly, neutral, and angry catagories, and the same with their animations. so depending on the mood of the ambassador, say "angry", the game strings together a few of the angry sound and vidoe tracks, and there's (badly) translated text at the both.
so it can be done. it has been done.
just another of the unique moo3 features that folks forget about, due to how badly the game release was botched...
