Does "Disable Tech Trading" apply to AI too?

Just wondering if I choose "Disable Tech Trading" will this affect AI too?

As far as I know, yes. I'm almost certain, too, because I have played with that option and I think that if they had been trading amongst themselves I would have gotten my ass kicked.

This is how I win on Painful difficulties is by constant trading with other races...

It says "Disable tech trading" as opposed to "Disadvantage the player only"
