You don't want to change the part that goes into My Documents. My Documents is meant for your personal saved games, Program Files is meant for the game's files that are required to run. Mods should go in My Documents. If people were running their XP systems properly, they would not sign in as Admin, and would only install applications/games/etc... as Admin when needed. So most of the time, you would have read access to c:\Program Files, but not write access -- so in order to save your games, you need to save them in My Documents where you do have write access.
Note to GalCiv developers!: DEBUG.ERR should not be in c:\Program Files\...!!!! As a LUA/UAC user, I don't have write access to that location. (I'm using Windows Vista part-time, and trying to play GalCiv2 in that. I never get a debug.err becaues as a user, I don't have access.)
