Fleets?

I have looked in the manual how to create fleets, and it says to click the create fleet button when you have multiple ships in a given area. there is only one problem. whne I have several ships selected that are in the same parsec, I can't find the create fleet button. my question is quite simple: where is this button?

In the top right corner where the graphs, planet details or ship details comes up a button will be there saying "create fleet".

here is an example picture showing the button, which is just above the stats for the dread lord ship.I n this picture its greyed out because the enemy ships are selected but you get the idea.

Make sure that you select more than one ship- by clicking on more than one in the display.
