What happened to the interdictor module for starbases that was supposed to slow down enemy ships?

What ever happened to the interdictor module for starbases that was supposed to slow down enemy ships? Does anything like that still exist?

It would be nice to change the game so on a large map travel across the galaxy took longer. I tried a game with gigantic and few stars, and the minimap was so tiny and I had to zoom into see (it was awful). Also after about a year each time I clicked the turn button, I had to wait a minute. Two years two minutes, etc.

The "Interdiction Beam" exists. It requires HyperWarp technology.

It's not on the wiki at all.

This site says interdiction beam just speeds up your own ships. http://www.cosmicrealms.com/galciv2/

So nothing to slow the enemy ships down?

Has anyone tried it? How much does it slow down? I hope it's not 10%

-1 from what I see

1 movement point. I use them to defend my core planets.

Can the bonuses stack? Either multiple per starbase or multiple starbases in the same area?

You can't add multiple of the same thing on a starbase. All starbase bonuses stack. Which is good, because 1 movement point from 12 means bugger all. 4 movement points can buy me enough time to call in my fleet.
