Alright, I was just reading over the manual, and noticed that Rally Points weren't mentioned (how to make them or use them, at least.)

I get the main jist of it.. You make a spot a rally point, and ships go there. Pretty self explainatory...

Here is my question, though... How do I create them, what are the limitations to making them, and where are all the cookies?
