My shipsyards can't build anything (I'm a newb. :)

Hi I have a problem. It's late in thegame. I'm on the campaign with the mission where you have to convince the Torians to join you against the Drengen.

Anyhow, my shipyards all say "never" for all the ships I want to build on all my colonies. Why is that? How can I fix it? My economy is fine I'm earning about 600 a week.

Edit: And the shipyards aren't full.

you lowered your spend rate to 0 when you were reaching for the military slider? I dunno

Is the reason you're getting 600/week because your balance fell below -500 and your production shut down to force you to pay back the debt?

Is either your total spending or military spending slider set to 0?

Problem fixed.... I'm such a noob. I had set my military spending slider to zero.
