How do we modify planet quality?

I am wondering if thereis some cheat that will allow us to modify planet quality? If so, how do we do it? Please be specific.

If you research xeno ethics and are neutral, your pq's go up.

There is another tech (name escapes me), that allows you to use yellow tiles.

And the techs brycej was thinking about are Soil Enhancement, Habitat Improvement, and Terraforming. Xeno Ethics + Neutral turn all yellow, orange, and red tiles green instantly, so there's no need to research that path if you're neutral.
