Nope, it runs on 1400X900 for me easily. That is a widescreen resolution.
What he needs to do is have the resolution available as a desktop resolution. If it is then he can play it on that in galciv.
The thing is though he probably needs drivers for this "monitor"

That will work, it has the dimentions for the current resolution in their. Just put in what you want and it should be fine.
