Modding starting Technologies

I'm trying to make a scenario that is effectively 'Play as the Dread Lords'.

Basically, the idea is that you, the Terran Alliance start off with a single planet but all the techs. The Drengin start with all the other planets, but no tech.

The problem I'm running into is that there seems to be no way to set different starting techs for each race. It seems that either both races have all the techs, or both have neither. Does anyone know a way around this?

I have three theories. Either:

A. No-one likes me (highly possible)
B. Nobody knows
C. Nobody saw this

In the hope that it's C, I'm going to bump this... Even a 'no you can't' would be helpful. Save me the effort of looking for a way.

The only way around it that I can think of would be to modify the techs for each race in the RaceConfig.XML file.

You could probably make a RaceConfig.XML with the required techs, and replace the original when playing the scenerio. An extra step, but it should be doable.

Just be sure you leave out the Tech Victory tech, or you will win the game on the first move.
