Constructor Effective Circle Bug

Has anyone noticed that the highlighted circle that gives the effective area for a starbase if it were built in that position is different than the size it is after the starbase is built? The constructor's area is slightly smaller than the starbase is. I have seen this multiple times but have not confirmed if it is all the time.

I'd post this in Bug Report. I doubt very much it was deliberate.

The constructor's displayed radius is 6 parsecs; the finished starbase will be 8 parsecs.

Was there a provision in the original game where a starbase started with a 6 radius that later expanded to 8? I thought that might have been originally the case, though it no longer is.

im pretty sure it is because i remember the starbases having smaller radiuses in 1.0DorX or whatever the collecters edition was.
