Is it possible to spy ("epsionage") against minor races?

I heard that if you send your scouts down to the surface they will get swallowed up and thrown into another dimension this is why they can't send you any info!!

Really there is no way to do this and i wish i could see what they were building as well but if curiousity is what you seek declare war and take there planet and see for yourself.

Odd that my advisors tell me if I want to learn more about them, I should put more money into espionage.

I have asked about this before, and despite the complaints from your spy chief, there is no way to spy on minor races. Annoying, but there you have it.

Thanks for your answers. I will assume this is a feature that didn't make it in the final build.
