UP resolution: increase trade routes (doesn't)

The group voted for increasing the number of trade routes by four. I had already maxed out my trade routes, and had seen the "it's illegal to do more trading" dialogue box.

Since I still had those freighters hanging out at an alien world, I tried to land (for several turns), but again received the no-way message.

Are the UP resolutions not hooked up yet?

I've seen this also. Immediately after the UP vote I checked the trade route screen and no new routes were opened.

Trade routes are capped at 12 IIRC so if you already had that many open, you can't get more no matter what you do.
