Can you ally when Alliance Victory is set to OFF

I have asked that question in the past but i forgot the answer and due to the lack of a search-function I cannot find it. So if someone knows it, I'd like to know too.

You can make allies, you just can't win by allying with everyone.

could you lose? by allying with everyone, then one of ur allies getting a tech victory?
that would suck... but i guess you'd deserve it in a weird sense

Well, my problem is that I am trying to make the game harder.
It's too easy to just ally up with everyone you can and then either kill the rest or go for tech-victory.

Even with tech and alliance victory off you have won once everyone is allied with you. You can cancel the alliance with the weekest race and go for them. The others won't care. If you could not ally they woud not just ignore what you are doing and flag you as conqueror, drop their relationship towards you and eventually declare war.

So I was hoping for a way to disable alliances. Someone knows how I can mod that effect out?
