A couple things about the U.P.

Observations / Suggestions

I find the voting on multiple choice U.P. propositions to be just too random in nature. If 4/5 civs feels that there should be say a tax on having starbases in another civ's territory, but they all choose a different amount, they can easily lose the motion to a single, high influence vote for none. I think this just makes it unecessarily difficult to get most statutes passed when they probably should have suceeded. Perhaps it could either be a separate vote on the amount of a tax or restriction once a yes or no is decided on.

Another option would be just to introduce them with a set number and the vote would simply be yes or no like passing a bill through the US Senate. A bill may fail because the senators disagree on a single aspect of it even if they generally support the spirit behind the bill. If support for a failed bill is still strong, they can re-draft it with a few minor changes instead of just scrap it entirely.

Of course I don't expect a radical expansion of the U.P. process. Though it would be a welcome change to me to make it more of an important part of the game rather than being almost like a random event that usually amounts to being a mild annoyance. Maybe there could be a system where each civ would get a chance to introduce a proposal (round robin style starting with a random civ) so that a player could at least try to get a law passed that they might want even though they have no more control of whether or not it passes.

Or they could announce the issue a few turns early, to allow you to diplomatise your way into the result you want. As-is, it's just a random, largely useless, occasionally deeply annoying event.

What if when it says "U.P. will meet next week" you could go and bribe a race to vote in your farvor. Of course it would tell you what they will be voting on. If they stab you in the back, or if you stab them in the back, it would create hostilities between you and them.

I REALLY wish there was a way to influence the U.P. myself. Specifically the limitation on Starbase modules just about makes GC2 into a different (not so fun for me) game, and you've got very little way to stop it... I can't wait to see the U.P. and Espionage expanded upon.

I think that when u get the announcement U.P. meeting next week, u should be allowed to bribe other races into voting as u do, or u get to cast there influence vote for the next U.P. meeting only. Make the cost progressively higher depending on what level you play at, so they want huge amounts at suicide level, on cakewalk they pay u to use there vote

I do not agree. I like the U.P. and random events (need to fix this, as 1.1 seems to have made random events too rare), they make a turn more interesting, making u react to an unforseen event.

Also I have had some really cool ones like in a gigantic game I was playing the U.P. (in its 1st voting session) give constructors a base spd of 7 as a permanent law. Speeded starbase construction up no end.
Another all starbases of different races effect u if your allied. Great, was going for an alliance victory, so I was the only one allied to other players.
The only bad one I have had is a permanent war tax, but was'nt that bad.
Most laws the AI's vote no to, which is a shame as a lot would have benefited me in some way.

All they need is to announce the measure that is coming up in the 'The UP is meeting next week' dialogue. Then, you can buy some influence points off other civs if it's something you really care about.

Maybe, if you have enough espionage, it should tell you which way that Civ is going to vote on the issue as well...

I wish you could bribe other races (like in SMAC) while on the UP screen.

just have the largest population generally you will win the vote everytime. Wish the trade lane option was not so early on in the game. I'm thinking of modifying that event so that it is not permanent. Same for the starbases..
