Mind Control Center?

First, has anyone used this galactic achievement and have you seen it make a difference? It becomes available when you choose Evil for an alignment and then progress a little further past that with research (to Concepts of Malice, which unlocks a host of planetary improvements for Evil). The stated idea is it's supposed to make planets that are ready to revolt do so almost instantly.

I'm about to finish off a large map through conquest, but a number of planets have crossed the 4.00 influence line so I figured I'd just wait them out rather than waste troops (so very lazy, I know). I gave them 5-8 weeks and then saw this Mind Control Center available to be built since I'd just finished researching Concepts of Malice. I thought, "Cool, quick defections!" and just bought it straight away. After waiting at least 10, and probably more like 15 weeks, I'm beginning to wonder if it even works. I figured it would cause them to revolt within 5 weeks or something, but it's been much longer.

So, has anyone used the Mind Control Center and noticed any difference? Or am I just way off on what it's supposed to be doing? The text seems very clear about what it's supposed to be doing, but I figured maybe someone else has seen it in action.

mmm...and I just found another thread about this. Doh. Ah well, 100% Econ bonus isn't bad either.

You think THATS confusing, read the two blurbs on "galactic showcase". Does it improve diplomacy or influence ?

Yeah, I noticed that one a bit ago, too. I do wonder which the Mind Control Center is really supposed to be, though. To have a 100% economic bonus so easily accessible seems a little too easy. I like the idea of influence defecting planets doing so more rapidly. I hope that's what is really intended and it'll get changed. Guess we'll just have to see.
