Does population affect production?

Does a planet population size increase do anything other than make your planet garrison larger.
Basically does a class 12 planet packed full of factories but only 5 billion people produce the same # of shields as the same planet with 12 billion?
I have a suspicion that population indeed affects income, so I wont ask about that...
But, kind of on the subject, does Economy bonuses affect just money, or all resources, like Economy starbase upgrades?
