How do I form alliances? I reasearched alliance, but when I go to the diplomacy screen, only attack and surrender are there. I can't figure it out, or find out the information. Help would be appreciated.

I think you have to have better relations with them. WARM or better rings a bell.

I dont remember having difficulty to do it... you just need good relation with ia civilization and all the tech related.

Both sides must have the tech, and your relations with the other civ has to be 'Close'.

Not both sides need to have the technology, only you. And I think it doesn't even have to be close. This used to be the case in 1.0x but with 1.1 I find that even if we are friendly and above I can form an alliance, provided we are both on similar alignments (good, evil, etc.)

Yeah i just checked, you have to be close still and only you need the tech

If you have an overwhelming military or superior technology you don't even have to be close provided you have similar alignments, I tried that as well!
