Neutral alignment - new planets still need enhancement

When aligned as neutral, planets given to me by the UP (volcanic activity) begin to enhance what otherwise would have been yellow, orange or red tiles if I hadn't aligned neutral. Shouldn't they be available already, without the enhancement?

I saw the same thing.
No problem with worlds that are conquered but world given by the UP comes up without any pq enhancements.
The neutral tile enhancement is not taken into account for worlds given from UP event.
