Not sure.
All I know is if you have a ring around Uranus it's time to shut down and hit the shower.

Browse through your planets and take a look at the detailed-page. They do something.

A moon adds 10% to your manufacturing capability.

A ring adds 10% to your research capability.

Moons give a bonus, but they can be destroye or knock off orbit on a planet for some reasons, mabye rings do the same thing , but i don't know.

Errr... I don't think they can. Yes there is an event, but it doesn't change the moon.

moons give 10% production bonus to the planet it orbits and rings give 10% research bonus to the planet is is around. and i dont think that can be taken away...

i dont think so... i mean even if there is an event that does that, (ive never seen it) it doesnt affect the bonus. if you go into the planet detail screen you can see all of that, the bonus a moon or ring gives, any starbase bonuses, all of that good stuff
