It's quite possible but don't call it Gal Civ at the end since Construction of Starbases is a key game component. As pointed out in another thread. Pay the 8 points for Magical Planet Quality, roll in the money and then just BUY complete starbases in one turn. How would you like one of those orbiting your palnets?

He's telling you to work on a high power economic strategy so you can afford to build starbases very quickly.
