How do I upgrade base model ship like scout?

I wonder who can I upgrade the base ship cfg like the scout and the base colonie etc... If anyone could help me with that it would be apreciated.

You can't in the current patch.
It's possible in v.1.1 that is to be released in the next 24 hours.
