Minor Races Espionage

I'm just wondering why I can't initiate espionage against minor races? Occasionally they have some good techs I'd like to steal, but I can't get espionage going against them. Am I missing something? I'm currently using one of the older betas, so maybe this has been addressed, but I didn't see a topic for it, and I thought it was strange, so here I am!

Unfortunately espionage is very limited.
I would like too see much better espionage options like in AlphaCentauri.
