Help....Not sure why

I put about 7 hours in the game today with everything going great. When all of sudden I look at my home plant and notice that I had 2 other cultures in what I seen where planets of rank 0 that where now rank 11. So I built a colony ship and sent it to one of there planets by there homeworld and found that I couldn't colonize it.?. Then about 10 turns later the last planet by my homeworld instantly became available to me, I didn't have to do anything. Could anyone explain why or how this happened? It kinda pisses me off that all is going good and all of a sudden the AI has planets by me.
