Steal all techs at once?

Events that confuse me...

I have recieved an event in many of my games declaring that someone has stolen all the techs from another race and wants to sell them to me for a complete system. I have not found any way to capitalize on this information. I am sure I am just missing something important, so please feel free to point it out. How do I get all these wonderful techs?

I have gotten a similiar message once from a minor race - I think it means they are available for sale in the normal Trade window. The notice is kinda like an advertisement, letting you know they have them.

It means that the other race now has every technology researched by the "target" race. You can trade things to the first race in exchange for their technology. It works just like any other trade, so you almost certainly can't get ALL the techs at once, unless you're willing to pay through the nose for it.

ive seen taht event for the first time today, a minor race stoll all the korex tecs and wanted to trade them to me for a planet. or the message said more or less that, cant recall the exact wording but it said they were in the market for a planet or some such.

couldnt work anything out with them having to do with any of my planets, only other thing i can think of is perhaps takeing the other planets in their home system and using them to trade

*shrug* just one more 'who knows' is all.
