Empire getting more powerful event

In every game I've played, one race (I think always an evil race) has gotten the event that they're sacrificing citizens to an artifact that will one day make them super-powerful.

But in every case, that race ends up just sort of fading away.

What exactly does this event do? It makes it sound like you should go out of your way and wipe them out sooner than later, but in each game, left to their own devices, they've never been a power-player.

Every turn or few, the race gains additional permanent bonuses to some or all of its abilities.

Is it possible for the player to get this event? I've never seen it...but that doesn't mean it doesn't happen.

Never had that event myself, but do all the other races gang up on them as well? If so, while you're standing and watching on the sidelines, the other races are taking care of the genocide for you

I've had this event to but my race didn't fade away. In fact, it finished 2nd in the game (If you call being the last one AI wiped out second).

I think when this event occurs, in general all races attack them. My game was different because this race had a lot of alliances (Plus everyone hated me).

Supposedly it adds a +1 to an ability every turn. I've never seen it make any difference. I've never noticed anyone new going to war with them. I ignore it, as it seems not to actually mean anything.
