Planet Quality Racial Ability Bug

I know this is fairly widely known, but I wanted to make sure that it was properly logged so that it could be fixed. I did a search, and I didn't find the bug on this forum, so I wanted to make sure it was known.
Basically, the PQ increase racial ability is not terribly useful, and is probably broken. All it does is increase a planet's PQ rating; it doesn't create new tiles for use by the player.
The PQ rating is useful towards morale, but that bonus is not nearly enough to be worth 8 racial creation points. 8 points would be more inline for an ability that turns a planet with 4 tiles into one with 5, and turns a planet with 15 tiles into one with 18. That's a pretty substantial advantage, well worth 8 points. Getting a morale bonus on a class 9 or above planet instead of a class 11 or above isn't really worth it.
Either the PQ ability should be adjusted to cost fewer points or it should actually provide tiles.

well, at least it is very well known now and hopefully will be fixed in 1.1
