UP law enacting Star Democracy bug

In a recent game using Beta 3A, I've twice had the UP vote to force everyone to switch to Star Democracy (internal name 'ChangeGovernment01' in the .xml). Later though, when I check my government type in the civ. manager, I am listed as a Star Federation.

shouldn't you have the tech for this to be effective ?

I've seen this too - when no one has Star Democracy, let alone Star Federation, the UP vote for Democracy puts everyone on Federation. I assume the tech requirements are intentionally ignored here - the UP vote doesn't care whether you have the tech or not, you get the government regardless. But it should be a Democracy, not a Federation.

This will be fixed in the next update. This issue will change your government to Democracy, not Federation.
