Least preferred option tends to win

It'd be nice in cases where there's more than 2 options to vote on (such as voting for freighter minimum speeds and taxes) that after the first vote is done, a second vost is cast with only the winning option and the runner-up option available so that if most want a trade tax but can't agree on a number, it doesn't end up selecting "none".

I think the way to solve this is to actually have fewer options.

It reduces the flexibility but I think (similar to three-way political parties in the US) the UP should only allow two options. A or B. That way you don't have the sub-obtimal choice problem. Doing a second-choice vote I think would be cumbersome.

It also makes the meetings more dramatic / tense I think -- High tax or no tax. etc.
