What would happen? Infinite combat cycle?

I thought of something while at work today.

I was thinking at work and this scenario popped in my head and I am very curious that is could very well cause an infinite combat cycle.

Ok, let's say it's later in the game I have created a custom class of constructor ship. It has no attack, but has 10 shield defense against beam weapons. Now let's say that I go to war with a civ that is still using the crappy core designs that only do 1 beam damage. Now if my constructor ship is attacked by this weak little fighter, from what I understand of the combat mechanics, my shields would deflect every shot but then since my constructor ship has no attack to return fire, would this cause an infinite combat cycle?

Defense roll would be from 0 to 10 so it could get hit.

Attack rolls are between 1 and max damage.
Defense rolls are between 0 and max defense.

Yes, defence rolls are from 0 to 10 so that you would never get a inifite loop cycle.

This does kind of bring down the value of defence since you can always still be hurt even with very high defence.

Hold up...I thought the manual stated that the minimum defense roll was from 1-Max? Maybe they changed it. What I thought would be the tie-breaker is the "luck" factor. If you watch enough fleet battles, you will notice that sometimes, "lucky shots(?)" ignore all defenses and do the damage they rolled. IN your example of a constructor it would be a matter of time before a "lucky shot." Maybe the lucky shot is due to an unstated and somewhat rare 0 rolls for ship defense?
