Population growth stopping for unknown reason...?

I've noticed that several of my planets' populations are no longer increasing. I come back and check for several turns and they remain the same. For a while I thought it was because there was no longer a starport on these planets and that it might be linked some how to immigration. I put starports back on the planets though and they still refuse to grow and I noticed that it happened to one planet that always had a starport on it. Still the majority of the planets are low class planets that I don't bother to place a starport on. So then I thought that maybe the class number was the limitation and just not displayed, but they are able to hold the displayed amount of people when I ferry them over on transports I built just to relocate people. So is anyone else noticing or having this problem?

-There is plenty of food available (i.e. population cap of 17, population at ~4 billion)
-My approval raiting is at 100% both overall and on the planets this occurs on.

Currently running 1.1 beta 3, but I noticed this was happening on beta 2 as well.
Sorry if its been posted before, but my search function doesn't seem to be working and browsing through the posts, I haven't seen anything on the subject.

The population doesn't fall back down to the PQ limit if you stuff more people on the planet, but it won't grow if it's over the limit.

Check that link...Dang...You almost need to be a mathematics professor to figure out population. I will try to avoid any further posts on population. Population and the like should be easy to see and understand in a game.Example: showing a population maximum figure as stated previously by others.

Just use the calculator function your OS comes with, do Mac's come with one?

Okay, I see I over looked that, thanks.
Is there a rational as to why you can drop off people on these planets though and the population maintains at that level? I'm kind of sick of relocating people every turn although I suppose I don't have to just because I can... or maybe that's the 'bug' or exploit that you can keep more people on planets that you aren't supposed to be able to by moving them there. If you leave more people than you can feed they will die off in 1 turn but I guess they will grudingly live there if you make them?
