Neutrality Learning Centers never auto-built

My colonies refuse to update outdated research buildings with Neutrality Learning automatically.

As near as I can tell from looking at the stats, there's never a reason to maintain standard research buildings once Neutrality Learning Centers have been researched; they are better in every way. Why, then, do they not replace other research buildings on the list and, consequently, never get chosen for upgrades by the colony control functions? It's frustrating and time consuming in the mid- to end-game to have to go colony to colony and manually cancel research upgrades, replacing them with learning centers.

Yeah, I made a thread about this earlier as well. Appearently it's a bit tricky to program to have NLCs replace any existing research building (just one of the responses i got). But yeah having to manually replace not only the research buildings on your existing colonies but every newly conquered planet is time consuming.

For those who haven't used NLCs yet they produce 22rp, while discovery spheres produce 20rp.

Actually it is VERY easy to get it to replace all existing structures... all you have to do is add this line to "PlanetImprovements.xml" within your NLC entry:

"{S_UpgradeTarget}Discovery Sphere{/S_UpgradeTarget}"

replacing "{" with "<" and "}" with ">".

This will allow you and the AI to automatically upgrade any research building into NCLs once you have researched it. Unfortunatelly this is a mod so you can't play on the metaverse with it.
