Few questions about gameplay

Hello

I have few questions:

1) What is Planet Quality ? How to check Plante Quality and what are advantages/disadvantages of this quality?
2) How to steal a tech from other Civ ? Should I put much money on espionage and wait ?

1) Planet quality is the number of available tiles on a planet. It is the number by a planets name.
2) Get it to advanced, then you stop spending. Occasionally a tech is stolen.

1) Planet Quality is in %. After I use gas or other bombardment method on invaded planet the PQ drops. But number of planets tiles is the same as they were. Is it a BUG ?
