Minor re-wording

... but it's a really quick fix.

The description for "Hall of Empathy" reads:

"This Galactic Achievement doubles the odds that alien civilizations will surrender to you when they decide to surrender."

It might be more clearly phrased:

"This Galactic Achievement doubles the odds that alien civilizations will surrender to you when they consider surrender."

They're deciding *whether* to surrender. If they've already decided to surrender, there's little point in the increase in odds.

I had a assumed that it was meant the way was originally worded-- when a race surrenders, they do not necessarily surrender to the agressor. Sometimes they given their remaining world to another race (usually one with good relations/influence). I think this improvement increases the odds they will give their worlds to you.

Point well made. However, the issue still stands that the sentence is less than clear as stated unless one is already aware of the possibility of surrender to a third party: "...surrender to you rather than...when they've decided to surrender." for example.

I recently completed a political parties mod, which added 20 new parties, and incorporated several previously created ones, including yours. I tested them all, and tweaked some values. I posted it, at which point Kryo pointed out that that was a serious no-no.

1) I am sincerely sorry for the transgression! I certainly did not meant to misappropriate you work! I felt that a political party mod really wouldn't be complete without your parties. I am very sorry.

2) I would like to ask your permission to include the content of your mod (appropriately modified) in a new political parties mod. I certainly won't fault you for refusing, but I think it would make the mod much better.

3) Regardless, you are welcome to the data for the updated versions of your parties, if you would like them.
