did anyone fix the "Privateer" wonder (if, indeed, it ever needed fixing?)

It doesn't seem to work as advertized. It doesn't seem to be protecting my freighters any. I've also seen related posts saying that it protects other civ's freighters when *they* build it, so it must be a bug...
