Cannot get AI to attack other races

I came across this weird thing, and I don't know if it is a feature or a bug. When I am in the diplomacy screen trying to get a race to attack another race, sometimes the target race does not show up. Why is this? According to the "Treaties" page, the two races are trading with each other. Does that make it impossible for me to get race A to attack race B.... just because they are trading? I can understand perfectly when they are allied, but they are not. In fact, even when race A is allied with ME, the "Attack race B" option still does not come up.
Is this a feature or a bug? I'm using v1.0X1. I mean, come on! You should be able to bribe a race to attack another given enough incentive unless it's a specific race trait (i.e., "not susceptible to bribes"
). It's not even "They are too strong, we cannot attack them". The option is not even there in the diplomacy screen. I tried this with a few different races (I think the Altarians, Yor, Korx against the Arceans).
