Torian AI planet managemement needs to be really improved

I have recently finished a game in which i won a diplomatic victory after a head to head with torians.After taking a lot of their planets i noticed that Torians AI manage their planets like a dumbass.There were stock markets on research bonus tiles, manufacturing capital on a planet with a PQ of 5, some really good planets were nearly unused, some bonus tiles weren't used while other normal tiles were used.
I'm playing at intelligent level 1.1 beta 2a
