United Planets // constructor movement

I made some constructors of 25 movements points. Everything worked great for many turns. Then, the United Planets voted for a **minimum** constructor speed of 5.

So, what happens?

In the turn of their fabrication, the constructors have movement of "25/5" and zip across the galaxy. After their first turn of the life, the movement of the constructors drops to "5/5". It seems I will have to wait 150 turns for the minimum speed edict of the United Planets to expire. Rats!

Haha - looks like "Minimum" got changed to "Only". You should repost in the bug thread.

Definitely sounds like a bug, but I don't know; that resolution has not passed once in any of the games I've played.

I assumed that this res. was designed to totally screw races that haven't researched enough engine techs (don't have the engines, can't build constructors). For those in the know, am I correct in this assumption?

No this helps races with crappy engines, it makes all constructors speed 5 no matter what they have. It's benificial to races who don't have the fleets to protect slow constructors in a war. Warlike races vote aginst it.

No no no, warlike races should vote for it because it makes constructors easy targets. My fighters can make it to anything that only moves 5 spaces per turn easily but a 25 space move requires an ambush.

Is this "working as intended"? Frogboy? If so the language of the bill should be changed; not just changing "minimun" to "maximum", but changing the expressed intent of the bill; something along the lines of "In the interest of keeping the galactic peace, constructors will be LIMITED to "X" speed to prevent the proliferation of powerful starbases by aggressive nations", or something to that affect.

On an unrelated note: I like the whole UP concept; it adds a great deal of depth to the game, IMO. I would like to see this aspect of the game tweeked and expanded.
