Galaxy Creation bug?

Intentional, or no?

I've had a problem as many have had in the past where even when both planets and habitable planets are set to abundant, their seems to be very few habitable planets.

I've found that when I set Habitable planets at abundant and planets at occasional, I get MANY more habitable planets, and they are often quite nice ones! Even as high as class 13+...

When playing as a custom race with a +10% to planet quality, their home planet starts as an 11, but for me as always had 4 new upgradeable tiles per improvement tech, thus class 23 after Terraforming, doesn't always happen though...

Intentional. There is a formula somewhere that varies occasionally as to terraforming, to make the game more randomised. And "planets" means unhabitable ones. If I have both to habitable, I'm averaging 3 usable per star system, and about 8 of these are better than 18. One lovely 27 that's now 34 (Still no Terraforming though)

Yeah, I've actually played around with the settings some and will beg to differ on your explanation of what planets does. From what I've noticed, the "planets" setting doesn't refer to uninhabitable planets, but to the actual odds of planets being around a star. The "habitable planets" setting sets how many of those planets will be habitable. I may be wrong about that, but that is the trend I have noticed from playing around with map creations and trying to actually get a good start in a metaverse game. (I hate it when it sticks me right in the middle, especially when next to an evil empire)
