Where is the Nano Ripper on the tech tree?

Ok, I give up. I can't find it. It mysteriously appears during the latter stages of the game. Obviously I've hit some combination where it is available and it is such a powerful weapon, I'd like to aim for it instead of aimlessly getting it without knowing how.

What is the combination for getting it?

Ah, thank you. Such a powerful weapon, I'm going to start doing mass-driver theory earlier. I typically go for lasers early on, but I switch mid-game to mass-driver. I think I'll have to switch them around
