Some Civilizations not obeying United Planets Vote

Forced into a form of government

Verison 1.0X.1 (or everything but the beta). Gigantic map, started with 9 civilizations (now only 4), difficultly level challenging.

The UP vote that came up was "All Civilizations will be forced to operate under the rules and regulations of the Imperial form of government for 2 years." The measure passed (unfortunately).

Now my government has changed back to Imperial and the governments of the Drengin and Arcean were switched to Imperial. The problem is that the Yor and Torians are still at Republic (and they still are in the UP).

I have advanced espionage on all civs.

Any ideas? Is this a bug?

Less than 1 year after the vote all civs are at republic or higher - yet I cannot change governments due to the vote. This is a huge problem.

Sounds like a bug.  Whoever made the UP issue didn't put in the code to enforce it for the non-human player.
