Yes, because that planet can't feed them. Remove a farm from a planet and you'll lose the same number of population that the farm was feeding on the next turn.

I don't understand becasue technically you are not docking them on the planet, they are in "orbit." Obviously the ship has its own life support system that feeds the people because you can keep them on the ship forever and they will not starve. So i would think that the population would be held in orbit and not affect the population of the planet one way or the other. Obviosly if you want to use a transport to build a up the population of one of your own planets, you would have a option to disembark when you try to put it in orbit around one of your own planets. Just my thoughts......

The short term work around it to not put them in orbit.
