Expanded Diplomacy

Hello there! I have some ideas on expanding the diplomatic model in Galactic Civilizations II:
1.) Tech Trading. You should be able to have more options with Tech Trading, but specifically I think you should able to sell them to someone on the condition that they don't sell them to anyone else. Make it cost more, whatever. It irks me when I am the only one in the galaxy with Large Hulls, and decide to give them to my ally who is in dire need of any help he can get, only to see he's traded it to everyone else a few weeks later.
2.) Alliances. While the full-on alliances we have now are good for the purposes of the Alliance victory, you should be able to put together "minor" alliances that don't count towards an alliance victory. Mutual Defence Pacts, Temporary Coalitions, ect.
3.) Planets. Giving back planets after a war should be standard. It should be specified in the peace conditions which planets are kept, and which planets are given back. War simply doesn't work the way it's modelled in GC2, and while there are all kinds of things that could make it more in-depth, I think this simple diplomatic option provides the most reward for the least amount of work.
